The center has the joint directors, chief scientists for each scientific subject/area from both sides, and a board, with Chinese and Swedish representatives, to supervise and evaluate the Center activities. The permanent bases of the center are located at both Stockholm and Hefei. The center comprises cooperation in research, undergraduate and graduate education. The cooperation is materialized in:

A) International Exchange Student Program

The joint center is a platform for international education cooperation, which will create many opportunities for students in USTC and KTH to go to the opposite university to study and research. The period of exchanging time could be half year to one or two years. KTH and USTC will jointly take the responsibility for the education of the exchange students, with co-directing the students by the supervisors in both sides. Students could take some courses in techniques, language and culture during the exchanging period of time. The present exchange program is a bilateral cooperation between KTH and USTC, for the long run, students from other universities in China and Sweden could also be included in the program of the center.

B) Master and Post Graduate (PhD) Program

To extend the cooperation in education, a master and Ph.D. degree program is planned. The basic idea is that, after the students have finished their graduate courses and received master¡¯s degrees or Ph.D. degrees, if they prefer, they can choose to go to the opposite university to continue one or two years of study and then get another degree in the same grade. Both sides will endeavour to promote the creation of such a degree co-acceptance agreement between the two universities and the two governments. The degree will, when so allowed by the laws of China and Sweden, be issued jointly by KTH and USTC. The joint degree will be accredited by well-known accreditation organizations from the US and/or Europe. It will be well recognized in the world.

C) Research and Exchange Program

The center will be an excellent platform for research cooperation between the two universities. Also other universities, institutes or organizations could be absorbed in it to make it stronger. Funding from both countries will be sought, especially through various Sino-Swedish governmental bilateral research and education cooperation programs. Moreover, funding from the Europe Union or from industries could also be taken into consideration, with work division and cooperation between the universities.
